Interim housing: much better than tents, much cheaper than permanent housing

It's insane to issue parcel tax-backed bonds to build permanent housing at $900k a unit.

Two years ago City staff estimated it would cost 2.5 billion dollars just to acquire the land and build enough permanent housing units for the then homeless population of Oakland.  That's 2.5x our general fund budget.
We need to get state and county money to build these sturdy interim units on lots away from retail businesses and residential areas until the Fed and governments come up with the big bucks for permanent units. If they ever do...
We need those parcel taxes to pay for core services. OUSD has to compete with the City for parcel tax measures.
